Our expert consultants bring a unique blend of lived experience and professional expertise, with decades of working alongside Kentucky’s most vulnerable populations. We understand the challenges providers face because we have walked the same path—as individuals in recovery, reentry, and treatment, as well as professionals shaping the systems that serve them.
Our team specializes in program development and implementation, compliance, peer support, ethics, training and education, and government affairs. We don’t just offer guidance—we walk side by side with providers through every step of the process, ensuring sustainable improvements in care. Additionally, we engage in public and government affairs, representing providers in critical policy discussions and keeping them informed on key legislative changes at the state, local, and federal levels. Founder & Principal Consultant: Alaina Sweasy, MSW
Alaina Sweasy, MSW, is a passionate leader at the forefront of criminal justice reform, recovery advocacy, and nonprofit development. As the founder of Lane13 Consulting, she brings over a decade of expertise in substance use disorder (SUD) treatment, reentry programming, and policy change. With a Master’s in Social Work and lived experience navigating the justice system, Alaina is uniquely positioned to drive meaningful reform. Her career includes serving as Program Director of the Women’s Healing Place in Louisville, a 250 bed facility, where she played a pivotal role in empowering women in recovery. She has since become a sought-after lobbyist, successfully advocating for legislative changes that have improved the lives of thousands impacted by addiction and incarceration.
A former JustLeadershipUSA (JLUSA) fellow, Alaina’s advocacy extends beyond direct services—she actively works to reshape policies that raise the quality of care in SUD treatment and reentry. Through Lane13 Consulting, she provides expert support in nonprofit development, program implementation, and recruitment of top talent to help organizations build strong teams. Alongside her team of experienced consultants, she assists organizations in designing and executing effective reentry and recovery initiatives. As a subject matter expert with the Partners in Reentry Opportunities in Workforce Development (PROWD) initiative, she coaches states on implementing workforce programs inside federal prisons. With her deep commitment to systemic change and firsthand understanding of recovery, Alaina is a driving force in transforming the landscape of criminal justice and reentry services.
Shannon Gray CADC – Recovery & Culture Specialist
With over two decades of experience in addiction treatment and program development, Shannon is a nationally recognized expert in peer support training and recovery program facilitation. As a certified Alcohol and Drug Counselor and Clinical Supervisor, he has led addiction recovery programs across multiple levels of care, from residential treatment to intensive outpatient services. His leadership spans 23 years as a program director, executive manager, and senior director of treatment services. He is also the author of 12 Steps from Freedom of Self, a curriculum implemented in recovery centers for over 13 years, with an expanded 20-session teaching guide. His expertise in long-term recovery, motivational
speaking, and curriculum development has shaped staff training programs such as Therapeutic Community and Filling the Void, which focus on relationship dynamics and addiction recovery.
At Lane13 Consulting, Shannon brings this wealth of knowledge to peer support training, equipping professionals with the tools to foster effective recovery environments. His experience developing and maintaining adherence to peer support specialist (PSS) curricula ensures that recovery programs remain impactful, evidence-based, and adaptable to diverse treatment settings. With certifications in recovery dynamics, substance use disorder intervention, and clinical supervision, he is dedicated to empowering organizations with comprehensive training that enhances both staff effectiveness and client outcomes.
Selena Coomer VP of Public Affairs-
With over 16 years of experience. Selena spends her time focusing on nonprofit management, grant writing, lobbying, and organizing, Selena is a dedicated advocate for criminal justice reform, substance use disorder (SUD) recovery, and reentry support. As Vice President of Public Affairs at Lane13 Consulting, she specializes in bipartisan lobbying, coalition building, and strategic planning to help organizations achieve their mission-driven goals. Selena has successfully led statewide campaigns, built coalitions of directly impacted individuals, and connected organizations with the resources they need to thrive. Her work with The Prisoner’s Hope, Kentucky Smart Justice Advocates, and The Healing Place has positioned her as a leader in securing funding, mobilizing communities, and influencing policy change.
At Lane13 Consulting, Selena provides expert guidance in nonprofit startup and management, including grant writing, fund development, and legislative advocacy. She assists organizations in navigating the complexities of the grant process, ensuring they secure sustainable funding for their initiatives. Additionally, she supports nonprofits with structuring boards, filing for 501(c)(3) status, and developing effective reentry and recovery programs. Her deep understanding of Kentucky’s legislative landscape and her ability to build strong, impactful networks make her an invaluable asset to any organization looking to expand its reach and effectiveness.
